The Hurghada Environmental Protection and Conservation Agency (HEPCA), a non-government organization dedicated to protecting the Red Sea, has wracked up some achievements with educational programs and the installation of quasi-permanent anchors attached to the seabed so boats don’t repeatedly drop anchor on delicate coral.
