Marsa Imabrak on a Path to Recovery

The Red Sea Governor ,General Mohamed Kamel has once again taken affirmative action to protect one of the southern Red Sea's most important habitats. General Kamel has issued a new decree as a result of the unsustainable and dangerous situation that has been taking place in Marsa Imbarak. The decree has placed a limitation on the number of boats that can use the bay, as well as forbidding the entrance of speedboats or glass-bottom boats into the bay. The decree also prohibits diving or snorkeling activities on the northern sea grass area, to help this important feeding habitat begin the path towards recovery. It's been just over a few months since HEPCA took over management of Samadai, as well as the numerous other efforts we’ve initiated in the south. In this short time, we've encountered a community of passionate individuals who are leading the example for sustainable tourism development. On May 29th, 2013 a meeting took place between HEPCA and the operators that are using Marsa Imbarak to discuss these latest developments. As a result of the meeting, plans were collectively formulated that will ensure the safety of operators and the sustainable use of the site. The operators agreed to work together on a permanent schedule, which would allow them to share the bay equally among themselves according to the new boat limitation. It seems that once again, the community of Marsa Alam has taken charge over another serious environmental problem in the south. We are confident that this community based management model will be an example for the Red Sea to follow. Below are the new boat operating procedures and policies for Marsa Imbarak. Please make sure to inform your dive guides and boat captains about these new procedures. Boat Operating Hours Morning Rotation: 9:00am – 12:00pm Afternoon Rotation: 12:00pm – 3:00pm Bay Regulations: Speed boats & glass-bottom boats are completely prohibited from entering the bay Diving & all other activities are prohibited at the sea grass bed zone inside the bay. Only 4 boats will be allowed inside the bay at one time and in two rotations: from the hours of 9:00am to 12:00pm and 12:00pm to 3:00pm. The boat operators will commit to the assigned schedule, which will have been collectively agreed upon beforehand. Boat operators must use the assigned mooring lines when at the site. A personal for the Marsa Alam protectorates office will be on-site daily to oversee the plans full implementation. The boat operators will support by transporting them to and from the site each day, and in rotation between all the users. مرسى امبارك فى طريقها للتعافى اصدر السيد اللواء / محمد كامل – محافظ البحر الاحمر مرة اخرى قرارات صارمة فيما يخص حماية موائل البحر الاحمر بالمنطقة الجنوبية ، حيث اصدر السيد المحافظ قرار من اجل معالجة الاستخدام غير المستدام و التداعيات الحادثة فى منطقة مرسى امبارك ، و هذا القرار من شانه تحديد عدد المراكب المستخدمة لهذا الخليج ، و كذلك منع دخول الزوارق السريعة و المراكب ذات القاع الزجاجى الى الخليج. كما يمنع القرار انشطة الغوص و السنوركل فى المنطقة الشمالية من الخليج حيث تتواجد فرش الحشائش البحرية ، و ذلك لحماية اماكن التغذية الخاصة بالحيوانات البحرية فى المنطقة و اتاحة الفرصة لهذه الموائل للتعافى مضت شهور قليلة على تولى جمعية هيبكا ادارة منطقة صمداى ، بالااضة الى العديد من المبادرات الخاصة بحماية الجنوب. و خلال هذه الفترة قابلنا العديد من افراد المجتمع الحريصين على حماية تلك الموارد الطبيعية و يعتبروا مثالا رائعا لتطبيق نموذج الاستخدام المستدام لهذه الموارد فى 29 مايو 2013، اجتمعت الجمعية مع العديد من اصحاب الاعمال و المستخدمين للخليج لمناقشة اخر التطورات. و فى نهاية الاجتماع استطعنا التوصل الى افضل طرق الاستخدام التى تضمن حماية المستخدمين و الاستخدام السمتدام للمنطقة على حد سواء. اتفق المستخدمين على العمل الجماعى طبقا لجدول محدد و الذى سيتيح الفرصة للجميع الاشتراك فى استخدام الخليج حتى بعد تحديد عدد المراكب المسموح بها و يبدو ان افراد المجتمع بمرسى علم ابدوا مسئوليتهم و تعاونهم لحل مشكلات البيئة بجنوب البحر الاحمر. و نحن على ثقة ان هذا النموذج لتضافر جهود المستخدمين هو النموذج الامثل الذى سيتبعه الجميع فى باقى ارجاء البحر الاحمر هذا و سوف يتم البدأ فى تنفيذ خطة العمل الجديدة بدأ من 1 يونيو 2013 ، و الاتى بعض التعليمات الخاصة بطريقة التشغيل ، لذا نرجو من الجميع نشرها و التأكد من ان جميع العاملين من مرشدى الغوص و رؤساء المراكب على دراية كافية بها و نشكركم جزيلا على تعاونكم معنا فى هذا الشأن المواعيد المسموح بها لتواجد لمراكب الفترة الصباحية : 9 صباحا الى 12 ظهرا الفترة المسائية : من 12 ظهرا الى 3 عصرا التعليمات الخاصة باستخدام الخليج منع استعمال اللنشات السريعة و المركب ذات القاع الزجاجى او شبع الغواصات داخل الخليج حظر الغوص و ممارسة الانشطة البحرية بكافة انواعها بمنطقة الحشائش البحرية داخل الخليج - السماح لعدد اربعة مراكب بحد اقصى للرسو يوميا بمنطقة الخليج لممارسة الانشطة الرياضية ، خلال فترات العمل من 9 صباحا الى 12 ظهرا و من 12 ظهرا الى 3 عصرا يلتزم جميع المستخدمين بالجدول المعلن و الذى سيتم الاتفاق عليه من قبل الجميع قبل البدأ العمل به يلتزم جميع المستخدمين باستخدام حبال الرباط " الشمندورات الموجودة بالموقع و المخصصة لربط المراكب
